The City Council, working with the Board of Library Trustees and City staff, are beginning the process to select a consultant design team to develop a building Concept Plan, and possible design for the construction of a new Library Lecture Hall (LLH). The Board of Library Trustees and Council are now considering the formation of a Newport Beach Library Lecture Hall Design Committee (LLHDC) to oversee the Design Consultant selection and overall design of the proposed new facility. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; b) Adopt Resolution No. 2019-20, A Resolution of the City Council of the City of Newport Beach, California, Creating a Newport Beach Library Lecture Hall Design Committee,- and ommittee,and c) Confirm Mayor Diane B. Dixon's appointments of Mayor Diane B. Dixon, Karen Clark, Jill Johnson -Tucker, Janet Ray, and Matthew Witte to the Library Lecture Hall Design Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to the formation of the Newport Beach Library Lecture Hall Design Committee. Funding for the Design Consultant team and other related project cost is included within the approved Capital Improvement Budget. Resolution No. 2019-70: Establishment of a Design Committee for the Proposed Newport Beach Library Lecture Hall July 9, 2019 Page 2 DISCUSSION: Over the past few years, and at the request of the Board of Library Trustees, the City supported and conducted some preliminary planning efforts to explore possible locations for a new library lecture hall adjacent to the Central Library. At the March 12, 2019 Study Session, the LLH was discussed and Council supported using an equal combination of City and outside funding for constructing the LLH project. Subsequently, the FY 2019-20 budget includes funding to continue efforts for developing conceptual plans, cost estimates and final design plans for this project. In an effort to include the Board of Library Trustees, design professionals, and the public in the development process, Mayor Dixon brought forward for Council consideration a Library Lecture Hall Design Committee to oversee the selection of the future design consultant as well as the development of the building concept and design. The LLHDC tasks shall include reviewing responses to the City's requests for proposals, providing a recommendation to the Council for the selection of a design team, coordinating and meeting with the design team and City staff, reviewing and providing guidance on the building concept and final design, and making recommendations as necessary to the entire Council in regards to the LLH project. The Mayor shall appoint five members to the LLHDC that will be confirmed by the entire Council. The LLHDC shall be comprised of the following: a) One member of the Newport Beach City Council; b) One current member of the Board of Library Trustees; c) One former member of the Board of Library Trustees who is a resident of the City and registered to vote in the City; d) One citizen member who is a resident of the City and registered to vote in the City, who has a demonstrable design, artistic, construction and/or development background, preferably with experience in attending lectures in the Friends Room; and e) One additional member who meets one of the above criterion but need not be a resident and registered to vote in the City. The LLHDC shall be an advisory committee and shall expire without further action upon the opening of the Library Lecture Hall. If Resolution No. 2019-70 is adopted, Mayor Diane B. Dixon requests Council confirm her appointments of the following individuals to the LLHDC: a) Mayor Diane B. Dixon; b) Janet Ray, Chair of the Board of Library Trustees; c) Jill Johnson -Tucker, former Board of Library Trustee; d) Matthew Witte, member with architecture/development expertise; and e) Karen Clark, additional member, a former member of the Library Board of Trustees and Vice Chair of the Newport Beach Public Library Foundation M Resolution No. 2019-70: Establishment of a Design Committee for the Proposed Newport Beach Library Lecture Hall July 9, 2019 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. 10rot 0W10ra The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
