The appeal was filed by a neighboring property owner. <br /> This matter was initially scheduled for a Planning Commission hearing on September 19, <br /> 2019: however, the interested parties requested and were granted a continuance of the <br /> hearing to allow time for further discussion towards resolving their differences. <br /> RECOMMENDATION: <br /> 1) Conduct a de novo public hearing; <br /> 2) Find this project exempt from the California Environmental Quality Act(CEQA) pursuant <br /> to Section 15303 - Class 3 (New Construction or Conversion of Small Structures) of the <br /> State CEQA (California Environmental Quality Act) Guidelines, because it has no <br /> potential to have a significant effect on the environment; and <br /> 3) Adopt Resolution No. PC2019-032, overturning the Zoning Administrator's approval <br /> and approving Coastal Development Permit No. CD2017-076 (Attachment No. PC <br /> 1). <br /> 1 <br />
