HomeMy WebLinkAbout2020-68 - Repealing Resolution Nos. 2019-104 and 2020-15 and Setting the Time and Dates of City Council Regular Meetings for Calendar Year 2020RESOLUTION NO. 2020-68 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, REPEALING RESOLUTION NOS. 2019-104 and 2020-15 AND SETTING THE TIME AND DATES OF CITY COUNCIL REGULAR MEETINGS FOR CALENDAR YEAR 2020 WHEREAS, Section 407 of the City of Newport Beach's City Charter directs that the City hold regular meetings at least twice each month except in the months of August and December when there shall be at least one regular meeting in August and one regular meeting in December; WHEREAS, the Charter also directs that the times and dates of the regular meetings be set by Ordinance or Resolution; WHEREAS, Resolution No. 2019-104 set the dates of the 2020 City Council regular meetings; WHEREAS, Resolution No. 2020-15 amended the August 2020 meeting date from August 11, 2020 to August 25, 2020; and WHEREAS, modifications to the timing of the City Council regular meetings to better coordinate, accommodate and provide adequate time to conduct City business have been deemed necessary. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach, California, as follows: Section 1: The City Council does hereby establish the following dates as the schedule for regular meetings of the City Council for calendar year 2020: CITY COUNCIL REGULAR MEETING SCHEDULE January 14 and 28 February 11 and 25 March 10 and 24 April 14 and 28 May 12 and 26 June 9 and 23 July 14 and 28 August 25 September 8 and 22 October 13 and 27 November 10 and 24 December 8 Resolution No. 2020-68 Page 2 of 3 Section 2: Pursuant to City Council Policy A-1 (City Councio, Regular Meetings shall begin at 4:00 p.m., or as otherwise scheduled due to the demand of business, and shall follow the order of business set forth in Council Policy A-1. Section 3: The City Council hereby repeals Resolution Nos. 2019-104 and 2020-15. Section 4: The Mayor or a majority of the members of the City Council may call emergency or special meetings on an as -needed basis in compliance with the Brown Act. The regular meeting schedule may be revised by adoption of a resolution amending the regular meeting schedule. Section 5: The recitals provided in this resolution are true and correct and are incorporated into the operative part of this resolution. Section 6: If any section, subsection, sentence, clause or phrase of this resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this resolution. The City Council hereby declares that it would have passed this resolution, and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. Section 7: The City Council finds the adoption of this resolution is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Resolution No. 2020-68 Page 3 of 3 Section 8: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
