Brown, City Clerk City of Newport Beach 100 Civic Center Drive Newport Beach, CA 92660 RE: Koll Center Residences at 4400 Von Karman and enclosed structure parking Dear Ms. Brown On Tuesday, February 9th, City Council will vote to approve Koll Center Newport Planned Community Development Plan Amendment and a Development Agreement for the Residences at 4400 Von Karman Project (PA2020-061). The Project will impact businesses and their employees not only during the development phases but also once completed. We have not been represented by the Koll Company throughout this process. It has been up to each building owner to submit letters outlining impacts to doing business in Koll Center Newport. This communication is just to focus on one small matter that otherwise might be overlooked but is important to Von Karman Corporate Owners Association, located at 4340 Von Karman. With regards to Ordinance No. 2021-1 (Attachment A), it would be helpful to confirm that the Development Standards are a minimum threshold but there can slight modifications that the Community Development Director can oversee with the Developer. In specific I am asking for an acknowledgement that the Development Standards can and will be further improved and that stakeholders such as VKCOA will be considered. The current language says: Attachment A — PART VI. RESIDENTIAL OVERLAY Section VI. Development Standards C. Parking 3. Enclosed or Structured Parking Enclosed or structured parking shall be screened by building elements or exterior landscaping to soften their exterior appearance. Uniform interior and exterior lighting for comfort, convenience and security shall be provided. Light standards on the roof of the parking structure shall not exceed 25 feet in height from the driving and parking structure. Stairways within any free-standing parking structure shall be designed to be completely visible from either the interior or exterior or both, unless mandated by the Building Code to be enclosed. It would be reasonable and appropriate for the Community Development Director to further articulate those minimum standards as follows: PART VI, Section VI., C. 3. Enclosed or Structured Parking Enclosed or structured parking shall be screened by building elements to soften their appearance. Parking medians adjacent to the enclosed or structured parking shall be improved with landscaping to complement the existing landscaping in Koll Center Newport. Uniform interior and exterior lighting for comfort, convenience and security shall be provided. Light standards on the roof of the parking structure shall not exceed 25 feet in height from the driving and parking structure. Stairways within any free- standing parking structure shall be designed to be completely visible from either the interior or exterior or both, unless mandated by the Building Code to be enclosed. Additionally, businesses that have conference rooms and o'f'fices that face the enclosed structured parking are also concerned about the glare from the garage lighting and the light poles that will extend above the garage. We would anticipate that the lighting specifications would include LED fixtures with CRI ratings which specifically reduce glare in an office environment. Koll Center Newport stakeholders all rely on traffic circulation that is not constricted and convenient access to parking. Businesses in Koll Center Newport wish to maintain the character and quality of a professional business park. It is reasonable to require the Developer to add landscaping to the new medians that serve the revised surface parking adjacent to the enclosed structured parking garage. It is appropriate to request consideration for existing stakeholders in close proximity to the project in the development standards. I would appreciate it if the City Council has the Developer and the Community Development Director concur with or at a minimum acknowledge this matter.
