The process is expected to be completed in two phases: 1. Analysis of restaurant parking requirements and rideshare and bicycle facility incentives/ reductions. Findings are expected by the end of the year. 2. Study of curbside management and parking management districts. Findings are expected in the 2nd qua rte r of 2022 . Community Development Department - Planning Division • Bridges the gap between the proposed September 6, 2021 extension until a code amendment could be approved and effective. • Limited term permit application for ETUP holders wishing to make their improvements permanent: • Requests for less than a go -day term are an administrative review process •Requests can be authorized for up to one year term with a public hearing reviewed by the Zoning Administrator Community Development Department - Planning Division f'1 • Reviewed based on individual merits: • location -*availability of parking -*land use compatibility -*Locations in the Coastal Zone may require a Coastal Development Permit (CDP). T- 92, { - Arm, Community Development Department - Planning Division g • Maximum fee waiver proposed: • ioo locations x si,994 for one-year term = approximately $200,000 • Not all existing locations may choose to pursue the limited term permit as many have already moved their operations back inside their regular brick and mortar locations. • Applicants would be responsible for the payment of a public notice fee to cover administrative costs $497 for applications with a >90 -day term. Community Development Department - Planning Division 10 Adopt draft resolution: 1. Authorize an automatic extension of ETUP's for go days through September 6, 2021. 2. Establish a limited term permit application process for ETUP holders wishing to continue their use after go days. I Waive limited term permit application fees for ETU P holders. • A $497 public notice fee would be applicable for requests of go days or greater.
