RESOLUTION NO. 1520 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF NEWPORT BEACH RECOMMENDING APPROVAL TO THE CITY <br />COUNCIL OF TRAFFIC STUDY 115 <br />WHEREAS, the Planning Commission of the City of Newport Beach finds as follows: <br />1. The City of Newport Beach has received an application for a 600 room /unit hotel <br />and time -share project on property identified on on Lease Parcels A, B, and C <br />and Irvine Parcel of Newport Dunes Aquatic Park located at 101 North Bayside <br />Drive and 1131 Back Bay Drive; and <br />2. A traffic study (Newport Dunes Hotel, WPA Traffic Engineering, Inc, March <br />2000) for the project was prepared in compliance with the Chapter 15.40 of the <br />Municipal Code (Traffic Phasing Ordinance); and <br />3. The traffic study indicated that the project will increase traffic on three (3) <br />primary intersections (Coast HighwayBayside Drive, Coast Highway /Jamboree <br />Road, and Jamboree Road/Bison Avenue) by one percent (1 %) or more during <br />Peak Hour Periods one year after the completion of the project; and <br />4. Utilizing the Intersection Capacity Utilization (ICU) analysis specified by the <br />Traffic Phasing Ordinance, the traffic study determined that all three of the <br />subject primary intersections would operate at acceptable Levels of Service <br />during both AM and PM peak hours; and <br />5. Based on the weight of the evidence in the administrative record, including the <br />traffic study, the Planning Commission finds: <br />a. Construction of the project will be completed within sixty (60) months of <br />project approval; and <br />1 <br />
