FOR POLICE INSPECTION OV CERTAIN IICENSE APPLI- CANTS. The City Council of the City of Newport Beach does ordain as follows: SECTION 1: There is hereby added to Section 6134 of the Mu- nicipal Code of the City of New- port Beach the following: "Any applicant for a license and permit to carry on any business specified hereinaboye, or any other, AffldaVl business which is similar thereto, or which, in the opinion of the City Council, has an equal or greater effect upon the public health, safety or welfare, may be — .......... -- required to be fingerprinted by the Police Police Department of the City of Newport Beach and may also be required to answer such rea- sonable questions as may be put __,_ „_ to him concerning his past history -- and mode of carrying on business,' — whether it be the same or a differ- ent business than the one applied for. Such application may also be referred to any other, department, of the City for investigation and report:' SECTION 2: This odinanre is hereby declared to be an emer- gency ordinance necessary for they immediate preservation of the public peace, health and safety, and shall take effect immediately. The following is a statement of the facts showing its urgency. The number of applicants for licenses to carry on the businesses specified in Section 6134 of the Municipal Code of the City of Newport Beach has been increas- ing during the immediate past and will continue to increase during the Immediate future. Some of of these applicants, when granted, licenses in the past, have later to been found to have police rec- ords and to have caused great an- noyance to the public peace, health and safety, of the citizens of the City of Newport Beach. The po- lice investigation and fingerprint- ing of such applicants will tend to diminish the possibility of further damage to the public peace, health and safety. SECTION 3: This ordinance shall be published once in the Newport- Balboa Press, a newspa- per of general circulation, printed and published in the City of New- port Beach. and shall be in force and effect immediately upon the final passage thereof. The above and foregoing ordi- nance was Introduced at a regu- lar meeting of the City Council of the City of Newport Beach, held on the 23rd day of November, 1953, and was finally passed and adont-d on the 19th day of De- eember, 1953, by the following vote, to wit: AYES, Councilmen: Smith, Finch, Isbell, Bennytt Miller.
