ORDINANCE NO. 957
AN ORDINANCE OF THE CITY
OF NEWPORT BEACH ADDING
SECTION 4242 TO THE NEW-
PORT BEACH MUNICIPAL CODE
RELATING TO CONDUCT
The City Council of the City
of Newport Beach does ordain as
follows:
SECTION 1. Section 4242 is
added to the Newport Beach
Municipal Code to read:
"SECTION 4242. Molesting
Pedestrians. No person shall
willfully, intentionally or
maliciously molest, annoy,
obstruct or hinder any other
person passing along any
public sidewalk or public
walkway area."
SECTION 2. Emergency Ordi-
nance Effective Immediately.
This ordinance is declared by the
City Council to be necessary as
an emergency measure for pre-
serving the public peace, health,
and safety and shall take ef-
fect and be in force upon its
adoption. The reasons for the
urgency of this ordinance are:
Large numbers of people will
gather within the City of New-
port Beach within the next few
%weeks and will congregate upon
the sidewalks and congest the
same in a manner that persons
using the sidewalk for passage
will be prevented from doing so.
The effect of the crowds and
congregation is to disrupt the
reasonable and necessary use of
the sidewalk area and is a threat
to the public health and safety
of persons who may be forced
onto the areas of the roadway
normally reserved for vehicular
traffic.
SECTION 3. This ordinance
shall be published once in the
official newspaper of the City.
This ordinance was introduced
and adopted as an emergency
ordinance at an adjourned regu-
lar meeting of the City Council
of the City of Newport Beach
held on the 20th day of March,
1961, by the following vote, to.
wit:
AYES, Councilmen: Kingsley,
Atkinson, Cook, Stoddard, Hart,
Lorenz, Somers.
NOES, Councilmen: None.
Absent Councilmen: None.
