HomeMy WebLinkAbout90-13 - Adding Chapter 15.08 to the Newport Beach Municipal Code to Adopt the Uniform Plumbing Code, 1988 EditionC` • ORDINANCE NO. 90 -13 AN ORDINANCE OF THE CITY OF NEWPORT BEACH ADDING CHAPTER 15.08 TO THE NEWPORT BEACH MUNICIPAL CODE TO ADOPT THE UNIFORM PLUMBING CODE, 1988 EDITION The City Council of the City of Newport Beach DOES ORDAIN as follows: SECTION 1. Chapter 15.08 of the Newport Beach Municipal Code is amended to read: Chapter 15.08 PLUMBING CODE Section: 15.08.010 Adoption of Uniform Plumbing Code. 15.08.020 Amendment to Section 1212(a). 15.08.030 Amendment to Section 1213(d). 15.08.040 Deletion of Section 1213(e). 15.08.050 Amendment to Section 1310. 15.08.010 Adoption of the Uniform Plumbing Code. The City Council adopts and incorporates by reference, as though set forth in full in this Chapter, the 1988 edition of the "Uniform Plumbing Code" including Chapters 1 through 13 and Appendices A, B, C, D, E, H,.and I, and the Installation Standards, as published by the International Association of Plumbing and Mechanical Officials, subject to the changes and modifications set forth in this chapter. The various parts of these Codes and Standards, along with the additions, amendments, and deletions adopted in this Chapter, shall constitute and be known as the Newport Beach "Plumbing" Code. A copy of the 1988 Uniform Plumbing Code, printed in code book form, shall be kept on file in the office of the City Clerk. All administrative provisions including enforcement, permit process, fees, and inspections for these chapters are contained in the Administrative Code under Chapter 15.02. 1 lii 15.08.020 Amendment to Section 1212(a). Section 1212(a) is added to the Plumbing Code to read: 1212(a) All pipe used for the installation of extension, alteration, or repair of any gas piping shall be standard weight wrought iron or steel (galvanized or black), yellow brass (containing not more than seventy - five (75) percent copper), or internally tinned or equivalency treated copper •of iron pipe size. Approved PVC or PE pipe must be used in exterior buried piping systems. 15.08.030 Amendment to Section 1213(d). Section 1213(d) is added to the Plumbing Code to read: Section 1213(d) Plastic gas piping shall have at least eighteen (18) inches (0.5m) of earth cover or other equivalent protection. Risers shall be metallic and shall be wrapped to a point at least six (6) inches (152.4 mm) above grade. 15.08.040 Deletion of Section 1213(e) Section 1213(e) of the Plumbing Code. It has been deleted. 15.08.050 Amendment to Section 1310. Section 1310 of the Plumbing Code is amended by adding subsection (f) to read: Section 1310(f) On new construction, water heaters which are located within the habitable area of a building or when located where damage may occur, shall be protected from water leakage. Such protection shall consist of one of the following: (1) A pan of galvanized sheet metal or other approved material with two inches (2 ") minimum depth, two inch (2 ") minimum clearance on all sides from the water heater and a 3/4 inch (314") bottom drain to the outside or other visible approved receptor. (2) If on an outside wall, a depression of the slab of one and one -half (1 -1/2 ") inches which is sloped and drains to the outside. (3) Equivalent protection as approved by the Administrative Authority. . SECTION 2. That if any section, subsection, sentence, clause or phrase of this ordinance is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this ordinance. The City Council hereby declares that it would have passed this ordinance, and each section, subsection, clause or phrase hereof, I irrespective of the fact that any one or more sections, subsections, sentences, clauses, and phrases be declared unconstitutional. SECTION 3.
