The Board of Trustees of the city of Newport Be-ch, as the legislative branchthereof, resolves and detarmines as follows:- let. The public interest and also the public necessity demands the construction of a municipal improvement by the city of EewD ort Beech to —nit: one public jail, to be loc -ted at or near the City Hall in said city. The objects and purposes of the construction of said public jail is to provide the city of Newport Beach with a srfe and sanitary plate in which to detain persons awaiting trial for public offenses and to imprison persons undergoing punishment of imprisonment after conviction for public offenses.
