2 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH REQUESTING THE SANTA
3 ANA REGIONAL WATER POLLUTION CONTROL BOARD
TO MAKE AN INVESTIGATION AND REPORT

511 WHEREAS, the west Newport and Santa Ana River area of the
611 City has been plagued by obnoxious odors for many years which are
711 largely unidentifiable as to origin; and
811 WHEREAS, some of these odors may have arisen from waste
911 disposal practices in the area; and
1011 WHEREAS, many studies, investigations and reports have
llllbeen made of the Newport area concerning specific odor problems;
12 11 and
13 WHEREAS, there is need for a consolidation, summary and
14 re- evaluation of the findings of the aforesaid reports; and
15 WHEREAS, there is a need for additional field work in the
16 general area to determine, among other things, naturally occurring
17 odors; and
18 WHEREAS, the Santa Ana Regional Water Pollution Control
19 Board has statutory responsibility for controlling odor nuisances
20 arising from waste disposal operations;
21 NOW, THEREFORE, BE IT RESOLVED that the City Council of
22 the City of Newport Beach requests the Santa Ana Regional Water
23 Pollution Control Board to authorize the aforesaid investigation
24 and report in the area generally described as West Newport, West
25 Newport Oil Field, Huntington Beach State Park area, Santa Ana
26 River entrance and West Newport Beach area.
27 This resolution was adopted by the City Council of the
28 City of,Newport Beach at a regular meeting on the 23rd day of
29 March, 1959, by the following vote, to wit:
