RESOLUTION NO. 6553
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUESTING THE CALIFORNIA LEGISLATURE
TO ENACT LEGISLATION APPROPRIATING ADDITIONAL STATE
FUNDS TO BE USED FOR PHASE II OF THE FEDERAL BEACH
EROSION CONTROL PROJECT
• WHEREAS, a bill known as A.B. No. 142 has been introduced
in the Legislature which, if enacted, would make permanent the
existing State policy which provides that the State will bear 50%
of the:cost of local participation in Federally authorized beach
erosion control projects; and
WHEREAS, in prior years the State has advanced the Fed-
eral share of funds for authorized projects; and
WHEREAS, said Assembly Bill No. 142 was amended in com-
mittee to limit State financial participation only to costs finally
authorized by the United States Congress and the State Legislature
and restricts expenditures by the State until Federal construction
funds are available; and
WHEREAS, Phase II of the Orange County Federal Beach
Erosion Control Project was approved by the United States Congress
in 1962; and
WHEREAS, the City of Newport Beach and the County of
Orange have expended approximately $133,000 for emergency beach
replenishment, which amount is subject to reimbursement from the
Federal funds appropriated for Phase II of the project; and
WHEREAS, if Phase II construction is to proceed on sched-
ule and the City and County are to be reimbursed for the cost of
the emergency replenishment work, it will be necessary for the
State Legislature to appropriate additional funds for the Phase
II construction project;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The City Council hereby expresses its wholehearted
• support of the proposed legislation authorizing State participation
in and additional State funding of Phase II of the Federal Beach
Erosion Control Project.
2. It is directed that copies of this resolution be
sent to all Orange County legislators, to the members of the com-
mittee to which said legislation is referred, and to such other
interested parties as determined by the Mayor.
