A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH SUPPORTING SENATE BILL 894
AMENDING SECTION 65302.6 OF THE CALIFORNIA
GOVERNMENT CODE INCREASING HOME RULE IN LOCAL
GENERAL PLAN ADOPTION
WHEREAS, Senator Ruben Ayala has introduced Senate
Bill 894, an act to amend Section 65302.6 of the Government
Code relating to local planning; and
WHEREAS, Senate Bill 894 will serve to increase
local home rule when dealing with the adoption and amendment
of local General Plan elements of cities and counties; and
WHEREAS, the City Council of the City of Newport
Beach resists the intrusion of State control in local planning
matters; and
WHEREAS, local governments, be they City Councils or
Boards of Supervisors, are closest to the people affected by
land use decisions; and
WHEREAS, self- determination in land use and planning
should be preserved; and
WHEREAS, the City Council of the City of Newport
Beach endorses home rule on local .land use and planning decisions
to the greatest extent possible,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the City of Newport, Beach strongly
supports Senate Bill 894 introduced by Senator Ruben Ayala.
BE IT FURTHER RESOLVED by the City Council of the
City of Newport Beach that the City Clerk of the City of
Newport Beach is hereby authorized and instructed to send
40 copies of this Resolution to all members of the Assembly
Committee on Local Government, Assemblywoman Marian Bergeson,
Senator Ruben Ayala, Senator John Schmitz, and Les H. Cohen
& Associates on behalf of the Regional Council of Rural Counties.
ADOPTED this 13th day of August , 1979.
