RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE AD HOC
OLD CORONA DEL MAR RESIDENTIAL DEVELOPMENT
STANDARDS STUDY COMMITTEE, SPECIFYING THE
DUTIES AND RESPONSIBILITIES OF THE COMMITTEE,
AND SETTING FORTH TIME LIMITS WITHIN WHICH
THE COMMITTEE IS TO RESPOND TO THE CITY
COUNCIL
WHEREAS, the City Council of the City of Newport
Beach has adopted Ordinance No. 1824 which establishes the
Residential Development Standards for Old Corona del Mar; and
WHEREAS, the City Council desires to create a Study
Committee to consider further amendments to and refinements of
the Residential Development Standards for Old Corona del Mar;
and
WHEREAS, it is desirable that the City Council set
forth the makeup, purpose, duties and responsibilities of the
Study Committee to be established by this resolution,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that there is hereby established the
ad hoc Old•Corona del Mar Residential Development Standards Study
Committee, whose makeup, purpose, duties and responsibilites are
as follows:
Makeup
The Study Committee shall be comprised of ten members
to be appointed by the Mayor; all members shall be residents of
the City of Newport Beach and, to the extent possible, residents
of Old Corona del Mar; the membership shall represent a cross -
section of various points of view in regard to modifications of
the Residential Development Standards for Old Corona del Mar.

If possible, membership of the Study Committee should include
professional architects competent and qualified to provide
technical information in regard to modification of the Residen-
tial Development Standards of Old Corona del Mar, owners of
single - family and multi - family properties within Old Corona del
Mar, both in favor of further modifying the Development Standards
for Old Corona del Mar, retaining the presently adopted Standards
for Old Corona del Mar, and in favor of returning to prior
existing Standards for Old Corona del Mar, and such other persons
who have an interest in the Residential Development Standards
discussion in regard to Old Corona del Mar.
Term
The term of service for members of the Study Committee
shall be from appointment to the time a report is prepared by
the Study Committee and presented to the City Council, unless
further extended by resolution of the City Council.
Purpose
The purpose of the Study Committee is to study and
report back to the City Council its findings in regard to the
desirability of further modifying or refining the Residential
Development Standards for residential structures in Old Corona
del Mar. The Committee is to study Residential Development
Standards presently in existence through Ordinance No. 1824,
Standards which were in existence prior to the adoption of
Ordinance No. 1824, Residential Development Standards imposed
by the Coastal Commission, and such other Standards or modifi-
cations thereof as may be deemed appropriate by the Study
Committee.
Duties and Responsibilities
The Study Committee is to meet as often as possible to
study, in detail, the necessary refinement of and modifications

to existing Residential Development Standards in Old Corona
del Mar for residential developments. The Committee is directed
to prepare a report and report back to the City Council its
findings on necessary or proposed modifications of the Residential
Development Standards for Old Corona del Mar on or before
February 1, 1980. If said date is not attainable, the Committee
shall, nevertheless, report to the City Council on or before
February 1, 1980, of its tentative findings, if any, or request
additional time, not to exceed 45 days from February 1, 1980,
within which to prepare its report and findings.
The Committee shall hold meetings at least once a
month, or more often if necessary, with the date and location of
themeeting noticed in advance. The Study Committee should elect
a chairman, vice chairman, and secretary. A quorum for the
Committee is six members.
Restrictions
The purpose of the Study Committee is solely to study
and recommend any necessary or desirable changes in the Residen-
tial Degelopment Standards for residential developments in Old
Corona del Mar. The Study Committee shall not consider or take
action on any other Residential Development Standards within the
City unless specifically authorized by resolution of the City
Council.
