A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH SUPPORTING THE CONCEPT OF
CITIES AND /OR COUNTIES JOINING TOGETHER AND
CREATING ENTITLEMENT JURISDICTIONS UNDER THE
LAW ENFORCEMENT ASSISTANCE ADMINISTRATION
PROGRAM
WHEREAS, the Law Enforcement Assistance Administration
Program has been in existence for over ten years and most cities
and most counties have participated and benefited from Califor-
nia's regional delivery system for LEAA funds; and
WHEREAS, the new LEAA legislation provides for entitle-
ment jurisdictions so that funding can be accomplished with less
red tape and effectively reduces the authority of the state to
intervene in local criminal justice activities; and
WHEREAS, entitle jurisdictions consist of (1) state,
(2) cities over 100,000 population, (3) counties over 250,000
populations, and (4) any combinations of such units with at least
250,000 population, and there are approximately 37 entitlement
jurisdictions established under -this criteria and over 400 other
jurisdictions which are dependent upon the state for LEAA funding
unless they join together; and
WHEREAS, fragmentation of the criminal justice system
must be avoided, and the joining of individual cities and /or
counties together in entitlement jurisdictions will enhance local
control and maximum use of LEAA funds and will make the combina-
tions equal to the state but not autonomous,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the City of Newport Beach opposes
any state preemption of local planning and supports the concept
of cities and /or counties joining together and creating entitle-
ment jurisdictions under the Law Enforcement Assistance Administra-
tion Program.
BE IT FURTHER RESOLVED that the City Clerk of the City

of Newport Beach is hereby authorized and directed to mail a
copy of this Resolution to the Chairman - Criminal Justice
Planning Board Chairmen's Association, 3640 - 13th Street,
Riverside, California 92501.
