WHEREAS, public services are adequate to serve the development <br />envisioned by the Land Use Element in the areas of police, fire, paramedic, <br />schools, utilities and recreational and park facilities; and <br />WHEREAS, the Land Use Element includes specific discussion of all <br />areas of the City of Newport Beach and its planning area; and <br />• WHEREAS, the plan includes some changes from the previous Land Use <br />Element for specific sites which have been incorporated into the plan; and <br />WHEREAS, this plan now designates certain sites owned by The <br />Irvine Company for Recreational and Environmental Open Space, including <br />Newporter Knoll and portions of Bayview Landing, Newport Village and <br />Newporter North, which is in partial consideration for the establishment of <br />specific development allocations on San Diego Creek North, San Diego Creek <br />South, the AT &T site, Newporter Resort, Newport Village, Civic Plaza, <br />PCH /Jamboree, Jamboree /MacArthur and Bayview Landing; and <br />WHEREAS, the adoption of the new Land Use Element requires amend- <br />ments to the Local Coastal Program, Land Use Plan, the Recreation and Open <br />Space Element and the Housing Element, consistent with the specifics of the <br />Land Use Element; and <br />WHEREAS, prior to and during the development of the Land Use <br />Element, the City undertook an extensive program of public participation, <br />including the Mayor's Outreach Program and business and community associa- <br />tion meetings; and <br />WHEREAS, pursuant to Section 707 of the Charter of the City of <br />Newport Beach, the Planning Commission has held a public hearing and taken <br />public testimony over the course of five meetings to consider the Land Use <br />Element of the Newport Beach General Plan, and has recommended approval of <br />said element to the City Council; and <br />WHEREAS, the City of Newport Beach prepared a final Environmental <br />Impact Report (EIR) for the project in compliance with the California <br />Environmental Quality Act (CEQA) and the State CEQA Guidelines; and <br />WHEREAS, the City Council has reviewed and considered the informa- <br />tion contained in the certified final EIR in making its decision on the Land <br />Use Element of the Newport Beach General Plan; and <br />WHEREAS, the City Council desires to adopt the Land Use Element of <br />the Newport Beach General Plan; and <br />i] <br />
