Members Present Robert Hawkins, Chairperson Steve Bromberg Mayor Richard Nichols Council member Barry Eaton, Vice Chairman Barry Allen Gary Borquez Laura Dietz Staff Representatives Sharon Wood, Assistant City Manager Members Not Present Gus Chabre Carol Hoffman Tom Hyans Jim Miller The meeting was called to order at 7:00 p.m. Ray Halowski Elaine Linhoff Phillip Lugar Richard Rivett Cris Trapp Christopher Welsh Jennifer Winn Niki Kallikounis, Department Assistant Marge Pantzar Nancy Raney Louis Von Dyl Barry Eaton moved to approve the minutes. Phillip Lugar member seconded the motion. Motion passes. Introduction of New Members Chairman Hawkins introduced and welcomed Council Member Nichols to EQAC. 3. Report of Subcommittee from Communications Subcommittee: EQAC Material on City Website There was no report because the Chairman of the subcommittee was not present. 4. Report from Membership Subcommittee Elaine Linhoff reported on the progress of recruiting new members who expressed interest in EQAC. Discussion ensued. Chairman Hawkins encouraged the members present that if they were aware of someone interested in sitting on the committee to forward their names to the Membership Subcommittee. Chairman Hawkins called for the reordering of the Agenda to include comments from the Chairman of the Communications Subcommittee who just arrived. Report of Subcommittee from Communications Subcommittee: EQAC Material on City Website Laura Dietz reported that she has written a short memo to highlight what the committee does, what the mission is, what the membership is and how it is appointed, the meeting time and action minutes. 5. Report on Staff Projects - Sharon Wood reported: • Lower Bayview Senior Affordable Housing Project is on the City Council agenda tomorrow. • An application for St. Mark church at San Joaquin and Macarthur should be coming in within the next few weeks. Chairman Hawkins reordered Agenda Item #10. Report on the IRWD NTS and SAN Joaquin Reservoir Projects to be included with the Report on Staff Projects. Ms. Wood commented that the draft EIR for the San Joaquin Reservoir was initially expected to be available on February 15, 2003 but was delayed. It has been sent out and the City should have it shortly. Ms. Wood commented that the EIR for the IRWD Natural Treatment System is due to come out in the middle of March 2003. Marina Park is on the City Council agenda tomorrow. 6. Report from EQAC Member on GPUC Barry Eaton reported • GPUC met this afternoon and discussed filling in the slots created by GPAC and made recommendations. • GPUC recommended to the Planning Commission and by the City Council that the Vision Statement be adopted. • Scoping Subcommittee of GPUC has met regarding the format and scope of the General Plan. 7. COMMITTEE F] a 11 Approved March 17, 2003 Report on LCP Ms. Wood reported that the LCP draft was sent to the City's Department Directors for comments. The next LCP Certification Committee meeting is scheduled for February 27th at 3:00 p.m. Council Member Reports Mayor Bromberg reported the following items would be heard at the Council tomorrow: • Marina Park • Bayview Senior Affordable Housing Mayor Bromberg commented that the City Council will deal with the commencement of a review of the G -1 Policy (tree policy). A committee of three will be selected to determine who will be on the full committee. Because it is an environmental issue, Mayor Bromberg asked if EQAC would want a committee member to serve on that committee. Discussion ensued. Mr. Eaton moved that EQAC be represented on the committee. Ms. Dietz seconded the motion. Motion passes. Appointment of Subcommittee to review Great Park EIR Ms. Wood reported that the City has received hard copy and a few cds of the draft EIR for the Great Park. It is also available on the City of Irvine's web site. The comment period closes on April 4, 2003. The following members were appointed to the subcommittee: Laura Dietz Barry Allen Marge Pantzar Barry Eaton 12. Public Comments None 13. Future Agenda Items Louis Von Dyl Chris Welsh Robert Hawkins • Presentation of IRWD San Joaquin Reservoir • Meeting Location for EQAC — Council Chambers or Police Department • Mr. Lugar moved and Mr. Eaton seconded the motion to put the Mills Act on the Agenda for discussion.
