Minutes of the Environmental Quality Affairs Citizens Advisory Committed held at the City of
Newport Beach Police Department Auditorium, 870 Santa Barbara Drive, on May 17, 2004.

The meeting was called to order at 7:00 p.m.

Motion: Kenneth Drellishak moved to approve minutes with recommended
changes:
Seconded: Ryan Dwight.
Motion passes unanimously.
2. Report from the subcommittee on the Marinapark Resort & Community Plan Draft
Environmental Impact Report (DEIR)
Chairman Hawkins set a protocol to have a standing motion to correct all typos.
Discussion of, additions and changes to the subcommittee report ensued.
Motion: Cris Trapp to leave #V, Section 4, Paragraph 3 in the report:
Seconded: Kenneth Drellishak Seconded.
Motion passes. 2 Nays.
Motion: Chris Welsh to omit the 2nd paragraph on page 22A:
Seconded: A committee member Seconded.
Motion fails. 6 Ayes, 5 Nays.
Motion: Cris Trapp to approve the report with all of the amendments and
forward to staff:
Seconded: Kenneth Drellishak.
Motion passes.
3. Proposed Amendments to EQAC Resolution
Discussion of and changes to the subcommittee report ensued.
Motion: Cris Trapp to accept the changes as amended:
Seconded: Chris Welsh Seconded.
Motion passes unanimously.
4. Report from Membership Subcommittee
a. Appointment to fill Community Association Vacancy
Discussion ensued and proposed changes were made to the resolution.
Motion: Sandra Haskell to nominate Kristine Adams to fill the Community
Association vacancy and forward to the City Council:
Seconded: Ryan Dwight.
Motion passes unanimously.
5. Report from EQAC Representative to GPUC
Chairman Hawkins reported on the meeting.
6. Report from EQAC Members on GPAC
Ms. Wood reported on the April 12 meeting.
7. Economic Development Committee (EDC) Representative's Report

8. Report on Local Coastal Program (LCP) Process
Ms. Wood reported that the LCP was going to be heard at the City Council on May
25.
9. Council Member Reports
Council Member Nichols commented on the upcoming Planning Commission item
regarding Group Homes.
10. Report from Staff on current projects
Ms. Wood reported the following:
c St. Andrew's would be heard at the Planning Commission this coming
Thursday, May 20.
o St. Mark's Draft Environmental Impact Report should be ready for comments
in about three weeks.
