CITY OF NEWPORT BEACH ENVIRONMENTAL QUALITY AFFAIRS COMMITTEE Minutes 05 -17 -04 DRAFT Minutes of the Environmental Quality Affairs Citizens Advisory Committed held at the City of Newport Beach Police Department Auditorium, 870 Santa Barbara Drive, on May 17, 2004. Members Present Robert Hawkins, Chairperson Carol Hoffman Alw Cris Trapp, Vice Chairperson Walter Lazicki Richard Nichols, Council Member Phillip Lugar Ryan Dwight Dolores Otting Kenneth Drellishak Merritt Van Sant Sandra Haskell Christopher Welsh% Staff Present Sharon Wood, Assistant City Manager Niki Kallikounis, Planning Dept. Maggie Fitzgerald — Excused Absence Ray Halowski Tom Hyans — Excused Absence Richard Rivett Jennifer Winn — Excused Absence with recommended from the subcommittee on the Marinapark Resort & Community Plan Draft mental Impact Report (DEIR) Chairman Hawkins set a protocol to have a standing motion to correct all typos. 7 Discussion of, additions and changes to the subcommittee report ensued. Motion: Cris Trapp to leave #V, Section 4, Paragraph 3 in the report: Seconded: Kenneth Drellishak Seconded. Motion passes. 2 Nays. Motion: Seconded: Motion fails. Chris Welsh to omit the 2nd paragraph on page 22A A committee member Seconded. 6 Ayes, 5 Nays. Motion: Cris Trapp to app forward to staff: Seconded: Kenneth Drellishak. Motion passes. and Proposed Amendments to EQAC Resolution Discussion of and changes to the subcommittee Motion: Cris Trapp to accept the ch Seconded: Chris Welsh Seconded. Motion passes unanimously. Council Member Reports Council Member Nichols commented on the upcoming Planning Commftn item regarding Group Homes.
