Members Present: X Nancy Gardner, Council Member X Barbara Thibault E Michael Henn, Council Member E Laura Curran X Kenneth Drellishak, Chair Robert Rush E Kimberly Jameson Sandra Haskell E Kevin Kelly X Arlene Greer X Michael Pascale Barry Allen X Michael Smith X Kristine Adams E Timothy Stoaks E Laura Dietz X Joan Penfil Susan Knox X Bruce Asper Ray Halowski Merritt Van Sant Staff Representatives: X I Sharon Wood, Assistant City Manager Guests: Chairperson Ken Drellishak called the meeting to order at 7:10 p.m. He introduced new member Joan Penfil. 1. Minutes of July 21, 2008 Consideration of the minutes was continued to the next meeting, due to lack of a quorum. 2. Committee Recommendation on Appointments to EQAC Formal action could not be taken due to lack of a quorum. Bruce Asper moved that members present recommend to City Council the appointment of Michael Alti. Barbara Thibault seconded the motion. All members present voted in favor of the motion. 3. Analysis of Sample Comments and Responses on Draft EIRs Sharon Wood reviewed the sample comments and responses, and responded to questions from Committee members. The Committee discussed the possibility of subcommittee meetings to review draft comments before the full Committee meeting, and agreed to discuss this possibility with the next Draft EIR submitted for review. 4. Task Force on Green Development Representative's Report Council Member Gardner reported that the Task Force will be reviewing a draft green building ordinance at its next meeting. 4. Coastal /Bay Water Quality Committee Representative's Report Council Member Gardner reported that the Committee and staff are looking into boats anchored off Big Corona and possible illegal discharges from them. 5. Economic Development Committee Representative's Report None 6. Report from Staff on Current Projects Sharon Wood reported that the Hyatt Regency project is before the Planning Commission, and that Newport Banning Ranch and Koll and Conexant have filed development applications. She noted that DEIRs are being prepared on the following projects: Marinapark, Westcliff Medical Office and Sunset Ridge Park. 7. Public Comments Phillip Bettencourt announced that Saturday, September 20 is Coastal Clean -up Day. 8. Future Agenda Items Green Building Ordinance 9. Adjournment Chair Drellishak adjourned the meeting at 8:36 p.m.
