Minutes of June 16, 2008 Arlene Greer moved to approve the minutes, with amendments adding information regarding the Task Force on Green Development and Coastal /Bay Water Quality Committees representatives' reports. Sandra Haskell seconded the motion. Motion passed unanimously 2. Report from subcommittee on DEIR for San Diego Creek Channel (Upper Newport Bay to I -405) Programmatic Operations and Maintenance Project and review and approval of comments Page 1 file:IlIF:/ Apps /WEBDATAI Internet/ EnvironmentalQualityAffairsCommittecAgendas /mn07- 21- 08.htm Chairperson Drellishak provided an overview of the project and the location of significant information in the DEIR and Appendix, especially the Operations and Maintenance Manual. Dolores Offing moved approval of the comments as amended, and Merritt Van Sant seconded the motion. Motion passed unanimously 3. Task Force on Green Development Representative's Report Council member Gardner distributed minutes of the last meeting. 4. Coastal /Bay Water Quality Committee Representative's Report None 5. Economic Development Committee Representative's Report Chairperson Drellishak reported that the EDC had received a presentation on the City's traffic signal synchronization program. 6. Report from Staff on Current Projects Sharon Wood reported on the status of code enforcement at the corner of Coast Highway and Dover Drive, and provided the status of the following projects: AERIE, Hyatt Regency, and Santa Barbara Condominiums. 7. Public Comments Dolores Otting announced that she will be replaced on EQAC, and that it has been a pleasure for her to work with the Committee. 8. Future Agenda Items September: o Recommendation to appoint Dolores Offing to the Community Association vacancy o Training on comments and responses on environmental documents Future: o AQMD speaker on air quality impact analysis 9. Minutes of July 21, 2008 Consideration of the minutes was continued to the next meeting, due to lack of a quorum. 2. Committee Recommendation on Appointments to EQAC Formal action could not be taken due to lack of a quorum. Bruce Asper moved that members present recommend to City Council the appointment of Michael Alti. Barbara Thibault seconded the motion. All members present voted in favor of the motion. Analysis of Sample Comments and Responses on Draft EIRs Sharon Wood reviewed the sample comments and responses, and responded to questions from Committee members. The Committee discussed the possibility of subcommittee meetings to review draft comments before the full Committee meeting, and agreed to discuss this possibility with the next Draft EIR submitted for review. 4. Task Force on Green Development Representative's Report Council Member Gardner reported that the Task Force will be reviewing a draft green building ordinance at its next meeting. 4. Coastal /Bay Water Quality Committee Representative's Report Council Member Gardner reported that the Committee and staff are looking into boats anchored off Big Corona and possible illegal discharges from them. 5. Economic Development Committee Representative's Report 1►C.7T 6. Report from Staff on Current Projects Sharon Wood reported that the Hyatt Regency project is before the Planning Commission, and that Newport Banning Ranch and Koll and Conexant have filed development applications. She noted that DEIRs are being prepared on the following projects: Marinapark, Westcliff Medical Office and Sunset Ridge Park. 7. Public Comments Phillip Bettencourt announced that Saturday, September 20 is Coastal Clean -up Day. 8. Future Agenda Items Green Building Ordinance 9. GENERAL GUIDELINES The following shall apply to all Committees: A. Committees shall be established by a resolution of the City Council in accordance with this policy. B. Committees shall be designated either Standing or Ad Hoc with Ad Hoc committees having a definite termination date which may be extended by Council action. C. Appointees to committees shall be residents of the City. However, when exceptions are warranted, the reasons shall be so stated in that committee's enabling resolution. D. Committee appointees may be replaced after three (3) consecutive unexcused absences from committee meetings. E. With the assistance of the City Attorney, committees shall determine the applicability of and comply with the Brown Act and other open meeting laws. F. Committee meetings open to the public shall include an opportunity for public comments and questions. G. Committees shall be reviewed in October of each year for any needed additions, changes or deletions by the City Manager and the City Council. This provision shall not however prevent such changes at other times of the year. 1 COUNCIL /CITIZENS COMMITTEES These shall consist of City Council members, citizens and City staff as prescribed by enabling resolution. The Mayor annually shall appoint City Council members to these committees subject to confirmation by the full City Council. Appointment of citizens and staff members to these committees shall be addressed in the respective enabling resolutions. CITIZENS ADVISORY COMMITTEES These shall be comprised solely of citizens with perhaps City Council or staff liaison. Appointments generally shall be made annually by the Mayor subject to confirmation by the full City Council. However, enabling resolutions may provide that appointees represent each of the Councilmanic districts in which case appointments shall be made by individual Council members for their respective districts subject to confirmation by the full City Council. JOINT GOVERNMENTAL COMMITTEES These are committees comprised of representatives from several governmental agencies. Representatives to these committees can be either City Council members or City staff. Appointment to joint governmental committees shall be made annually by the Mayor subject to confirmation by the full City Council. CITY STAFF COMMITTEES These are comprised of staff members designated by their job title as prescribed by enabling resolution.
