City Council Minutes <br />Study Session and Regular Meeting <br />November 25, 2014 <br />I. ROLL CALL - 4:00 p.m. <br />Present: Council Member Gardner, Council Member Petros, Council Member Curry, Council Member <br />Henn, Council Member Daigle, Mayor Pro Tem Selich, Mayor Hill <br />II. CURRENT BUSINESS <br />SS1. Clarification of Items on the Consent Calendar <br />Council Member Daigle referenced Item 14 (Contract with the New Irvine Ranch Conservancy <br />for Preparation of a Resource and Recreation Management Plan for Big Canyon Restoration <br />Area) and suggested modifying the recommendation to eliminate language relative to starting <br />the plan once funding is secure. This would only move the planning forward at this stage. There <br />were no objections from Council. <br />SS2. Presentation: Homelessness Awareness Month (November 2014)/Information about <br />the Orange County Commission to End Homelessness <br />City Manager Kiff introduced Scott Larson, Executive Director of HomeAid Orange County. Mr. <br />Larson provided background and details of a 10 -year plan on homelessness, reported on specific <br />issues, and added that they are trying to find permanent sites for year-round emergency <br />shelters. <br />Council Member Gardner noted that one of the challenges involves people's attitude towards <br />homelessness. In response to her question, Mr. Larson reported that his organization is working <br />on outreach, addressing the various kinds of homelessness, and educating the public. He <br />reported that his organization works with police departments and that many cities have <br />established police contacts and liaisons. <br />Council Member Petros reported that he was the City's representative to the Housing and <br />Community Development Committee. He noted the importance of recognizing that money for <br />homelessness has evaporated with the dissolution of redevelopment, commented on the number <br />of homeless veterans, and suggested that HomeAid distribute more packets of information. <br />Mayor Hill thanked Mr. Larson for the presentation and noted that the Newport Beach Police <br />Department works hard to look for a cause on an individual basis and resolve the issue at that <br />level. <br />Mr. Larson emphasized that every community needs a system to help the homeless. <br />SS3. Arts and Culture Master Plan <br />Library Services Director Hetherton introduced Rick Stein and Pat Wayne from Arts Orange <br />County. <br />Rick Stein, Executive Director of Arts Orange County, provided a PowerPoint presentation to <br />discuss the process, the desire to incorporate the Arts Plan into the City's General Plan, the <br />Volume 62 -Page 111 <br />
