Webb, Public Works Director- (949) 644 -3330, <br />dawebb @newportbeachca.gov <br />PREPARED BY: Chris Miller, Harbor Manager <br />PHONE: (949) 644 -3043 <br />TITLE: Approve Amendment No. One to the Cooperative Agreement Between the County of <br />Orange and the City of Newport Beach for Mooring Management Services in <br />Newport Harbor for Six Months, and Direct Staff to Issue an RFP for Mooring <br />Management Services <br />ABSTRACT: <br />On June 29, 2010, the City of Newport Beach and the County of Orange entered into a five year <br />cooperative agreement for the Orange County Sheriff's Department, Harbor Patrol to manage the moorings <br />on City Tidelands. Upon reviewing the County's proposal for the next five -year amendment, staff is <br />recommending a six month extension with the County, and during that time, issue an RFP to both private <br />and public entities for mooring management services. <br />RECOMMENDATION: <br />a) Approve a six month extension to the Cooperative Agreement between the County of Orange and the <br />City of Newport Beach for Mooring Management Services in Newport Harbor for $158,050.00; and <br />b) Direct staff to issue an RFP to both private and public entities for mooring management services, and <br />to return to the City Council with a recommended path forward. <br />FUNDING REQUIREMENTS: <br />The Fiscal Year 15/16 adopted budget includes sufficient funding to execute the six month extension to the <br />Cooperative Agreement. <br />DISCUSSION: <br />The purpose of the Mooring Management Services Agreement is to establish and define the responsibilities <br />of the City and a mooring management services provider in conjunction with the mooring of vessels over <br />City Tidelands. Currently, the City permits approximately 1,229 public moorings (consisting of 439 onshore <br />moorings and 790 offshore moorings) with the County permitting approximately 25 offshore moorings over <br />County Tidelands. <br />12 -1 <br />
