Here is the Insider's Guide for the Newport Beach City Council meeting of Tuesday, September 22, 2015. The City Council meeting is held on the 2nd and 4th Tuesdays of most months. The Study Session starts at 4:00 p.m. (normal time) and the Regular Session will start at 7:00 p.m. The Council meets in the Council Chambers at 100 Civic Center Drive. There is plenty of parking, and you are welcome to attend. But you can also watch on TV(Channels 3/31) or on your computer. They appreciate hearing from you, especially about any agenda item. Here's what's on the afternoon Study Session's agenda: • We'll talk with the Council about what "community paramedicine" means—basically,it would increase the role of our paramedics in providing care different from emergency medical, but certainly aligned with it. The health care function nationwide is moving towards keeping folks in good health and avoiding the emergency room, and cities across the nation are enlisting local fire departments to help in this goal (when the paramedics are not on emergency calls). It's an interesting subject, and you'll want to tune in if you can. • About once a year we update the community on our water quality efforts. In this case, ways to maintain the recreational water quality around us. This relates to the bay and ocean versus drinking water or water conservation, although that plays a role. The less water used for irrigation,the less runoff occurs. This study session item is a broad one that recognizes the good students at Sage Hill and what they've worked on, as well as water quality in general. We'll also ask the Council for more input on how our median turf replacement program is going. Briefly, I'll note one closed session item—we'll talk with the Council about offers on the Balboa Theater. Several interesting offers came in. Here's what's on the evening session at 7:00 p.m: • Corona del Mar folks are following the formation of utility undergrounding assessment district#AD 117. If you're interested in this item, it's on the consent calendar. • We've completed the massive turfgrass replacement project at Bonita Creek Park—it's a pretty amazing new field, if you get a chance to drive by and look at it. Its ability to be used year'round has been dramatically increased with the change,and it's resulted in a huge reduction in water use. The agenda item is a filing of the notice of completion. • The Council and public will see the terms of a proposed labor agreement with our police sergeants and lieutenants. • The major item of the evening is the proposed issuance of a Conditional Use Permit(CUP)to Woody's Wharf(2318 Newport Boulevard). Those who have been following this project should review the staff report. The link to it is here: Woody's Wharf Use Permit Amendment located at 2318 Newport Boulevard(PA2015-158) 1 • There also is an update to our master fee schedule—something we do annually, even as we do more in-depth review of fees for each department once every three years. This year's review included Fire, Police, and Community Development. Some notes: • Post-Tsunami. It was a major non-event (that's good), but it was and is a good reminder to all of us to do three things: o (1) make sure you're signed up for Nixie alerts—go to this website: http://Iocal.nixle.com/newport-beach- police-department/. Do it now, please, and join about 6,000 others who've learned its benefits—I get a lot out of it, especially the text that warn me of up-to-date traffic snarls.
