Sinacori, Assistant City Engineer <br /> PHONE: 949-644-3342 <br /> TITLE: Proposed Assessment District No. 117 - Area Bounded by Bayside Drive, Avocado <br /> Avenue, Coast Hwy & Carnation Avenue <br /> ABSTRACT: <br /> Property owners within an 11-block area of Corona del Mar submitted a Petition requesting formation of <br /> Underground Utility Assessment District Number 117 on June 9, 2015. Traditionally, the next step in the <br /> assessment district process would be the design of the proposed underground system. Using an alternate <br /> method, the property owners are asked to vote ahead of the design completion thereby potentially saving <br /> time and money. City Council is asked to approve the Assessment Engineer's Report, declare its intention <br /> to levy assessments and issue bonds to finance the undergrounding, and setting November 24, 2015 as <br /> the time and place of a Public Hearing on for Assessment District 117. <br /> RECOMMENDATION: <br /> a) Adopt Resolution No. 2015-78, A Resolution of the City Council of the City of Newport Beach, <br /> California, Approving the Assessment Engineer's Report and Fixing the Time and Place of the Public <br /> Hearing for Assessment District No. 117; <br /> b) Adopt Resolution No. 2015-79, A Resolution of the City Council of the City of Newport Beach, <br /> California, Declaring its Intention to take Proceedings Pursuant to the Municipal Improvement Act of 1913 <br /> and to Issue Bonds Pursuant to the Improvement Bond Act of 1915, and Make Certain Findings and <br /> Determinations in Connection therewith, all Relating to the Formation of Assessment District No. 117; and <br /> c) Per City Council Policy L-28 (Assessment Ballot Guidelines), determine that the City will not participate <br /> in the voting process for the City Old School and Begonia Park properties by neither voting for nor against <br /> the assessment. <br /> FUNDING REQUIREMENTS: <br /> Funds will be provided by property owner contributions and/or bond proceeds if the assessment district is <br /> approved. If AD 117 is formed, the City will be responsible for the estimated assessments for the Old <br /> School and Begonia park properties ($45,061.67, and $272,931.76, respectively). <br /> 4-1 <br />
