PO CITY OF <br />z NEWPORT BEACH <br />Cq G�p� P <br />City Council Staff Report <br />October 27, 2015 <br />Agenda Item No. 14 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: Kimberly Brandt, Community Development Director - 949-644-3232, <br /> <br />PREPARED BY: James Campbell, Principal Planner <br />PHONE: 949-644-3210, <br />TITLE: Balboa Resident Parking Permit Program (PA2014-016) <br />ABSTRACT: <br />Approval of an overnight resident parking permit program (RP3) for streets west of <br />Balboa Village between Island Avenue and Adams Street. <br />RECOMMENDATION: <br />a) Conduct a public hearing; and <br />b) Authorize the submission of a Coastal Development Permit application to the <br />California Coastal Commission for the approval of the Balboa Resident <br />Preferential Parking Program. <br />FUNDING REQUIREMENTS: <br />The adopted budget includes sufficient funding for staff time to pursue a Coastal <br />Development Permit for the proposed program. Once a Coastal Development Permit is <br />obtained, implementation will require the installation of parking regulatory signs in the <br />area. Central Parking Services, the City's current parking enforcement vendor, would <br />enforce the program. Permit fees and citation revenue should off -set these additional <br />costs. <br />DISCUSSION: <br />Background <br />The Balboa Village Master Plan was adopted in 2012 and identifies a comprehensive <br />set of parking strategies including the proposed resident parking permit program.
