Newport Beach could create a webpage resource to foster a volunteer platform for the constituents, in an effort to promote volunteerism and kindness in the community. RECOMMENDATION: Authorize the creation of a "Volunteer Opportunities" landing page on the city website to serve as a Kindness Initiative resource for the community. FUNDING REQUIREMENTS: Cost for set up limited to several staff hours for initial set up of web landing page and periodic updating. DISCUSSION: On August 11, Council Member Curry requested, and a majority of Council approved, that staff should look into pursuing a Kindness Initiative similar to that undertaken in the City of Anaheim. The City of Anaheim's Year of Kindness Initiative in 2013 launched an effort to provide resources and energize constituents to help out their community by partaking in volunteerism and civic engagement throughout the city. Studies have shown that helping and volunteering in your community can provide increased self-confidence, a sense of purpose and helps those who volunteer stay physically and mentally healthy. According to the Corporation for National and 12-1 Kindness Initiative/Support of Volunteerism and Community Service November 10, 2015 Page 2 Community Service, "those who volunteer have lower mortality rates, greater functional ability, and lower rates of depression later in life than those who do not volunteer." We contacted other City organizations and reached out to volunteer organizations that operate in the City to understand what options might work best to engage our Community in this initiative. This research identified that Newport Beach has some excellent organizations helping connect volunteers as well as many non-profit organizations that are looking for help. We have concluded that the best platform to provide our constituents with volunteer and community service resources would be through a "Volunteer Opportunities" landing page on the City website. This resource would centralize a volunteer platform on our own website, in order to better engage with our public needs and provide all the necessary information in one place. On the City's landing page, staff would include permanent volunteer opportunities to help out Senior Citizens, Law Enforcement, Health and Medicine and Education and Literacy. In addition to listing these opportunities, there will be linkage to the Volunteer Center of Orange County (OneOC), the County of Orange volunteer page, and national government volunteer opportunity referral through United We Serve and America's Natural and Cultural Resources Volunteer Portal, benefitting not only those who want to volunteer, but also the non -profits seeking volunteers. Creating this landing page will not only benefit our direct constituents and high school students looking for volunteer opportunities, but it will also serve as an example for other local cities to promote volunteerism and kindness in their communities. ENVIRONMENTAL REVIEW: This action is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Newport Bureau of Volunteerism then became the Volunteer Center orange County. In 2010, the organization rebranded to become OneOC, signaling our expanded services to nonprofits across the county.
