Received After Agenda Printed <br />November 10, 2015 <br />Insider's Guide <br />From: Kiff, Dave <br />Sent: Friday, November 06, 2015 10:56 AM <br />Subject: Insider's Guide for the City Council meeting of Tuesday, November 10th, 2015 <br />Happy Friday! <br />Here is the Insider's Guide for the Newport Beach City Council meeting of Tuesday, November 10, 2015. <br />The City Council meeting is held -on the 2"d and 4th Tuesdays of most months. There is a brief Study Session, starting at <br />5:45 p.m. The Regular Session will start at 7:00 p.m. The Council meets in the Council Chambers at 100 Civic Center <br />Drive. There is plenty of parking, and you are always welcome to attend. But you can also watch on TV (Channels 3/31) <br />or on your computer. <br />I don't summarize every item on the Agenda — but to read the full agenda, click here: <br /> <br />If you are so inclined, please weigh in on any of these issues by contacting the entire City Council with one email address <br />—that's They appreciate hearing from you, especially about any agenda item. <br />The Study Session starts later (5:45) and has one presentation by a student to read an essay about democracy, then it's <br />off to closed session. <br />The evening session has this on the agenda, starting at 7:00 p.m.: <br />• Updating our ordinances regarding medical marijuana, with a goal to comply with new case and other law. Our <br />approach still is to hold to a ban on cultivation, processing, delivery, and dispensaries within the city limits. <br />• We're back with a modified proposal for parking at Marina Park — the new plan is basically this: <br />o Persons with Master permits will be allowed to park there without additional charge, provided they are <br />there to use the community center, park, restaurant, marina, or beach. <br />o There will be fifteen (15) spaces allocated for Blue Pole/Annual permit holders, again provided they are <br />there for Marina Park (not for residential or ocean beach use). <br />o Persons who are attending a class and have signed up online get parking included as a part of their sign-ups. <br />o No one can park overnight between 12:00 midnight and 6:00 a.m., unless they have a special permit <br />associated with the Girl Scout Center or the Marina (and are overnighting it). <br />Our sincere thanks to the community members who engaged with us on these changes and issues. We're less <br />than a month away from the grand opening! <br />• The Council will be asked to approve the Engineer's Report and set the public hearing (and vote) for Utility <br />Undergrounding on some Balboa Peninsula area districts (#111, #116A, and #116B) —generally Balboa Boulevard in <br />the 38th to 44th Street neighborhood, 23`d to 31St, 45th to 47t". O <br />• We need to up our game a little bit on drought enforcement, and that means bringing on some contract staff to <br />assist us (and assist you all) in making sure we're watering on the right days, among other things. Remember, now <br />that it's November, we're at one day a week watering. If you don't know your day, look for the signs we've put up in <br />most neighborhoods or you can click on the below link: <br />issues/conserving-water <br />• An item would ratify current practice for the contracts of the Fire Chief and the Police Chief in regards to how <br />holiday pay is considered part of pensionable compensation (for the Police Chief) and the dollar amount for the <br />uniform allowance (for the Fire Chief). <br />
