Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Peter Tauscher, Civil Engineer PHONE: (949) 644-3316 TITLE: Eastbluff Park Field Improvements —Award Contract No. 6268 ABSTRACT: Staff has now received bids for the Eastbluff Park Field Improvement project, and is requesting City Council approval to award the contract to Calpromax Engineering, Inc. RECOMMENDATION: a) Approve the project plans and specifications; b) Award Contract No. 6268 to Calpromax Engineering, Inc. (Calpromax), for the total bid price of $138,800.00, and authorize the Mayor and the City Clerk to execute the contract; and C) Establish a contingency of $21,200.00, approximately 15 percent, to cover the cost of unforeseen work. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for the award of this contract. Construction Contingency TBD Inspection/Printing/Incidentals Total: DISCUSSION: $ 138,800.00 $ 21,200.00 $ 5,000.00 $ 165,000.00 Eastbluff Park baseball field is currently used by local youth baseball programs. The current backstop and fences are in need of replacement and its proximity to the playground presents a potential safety issue. The outdated backstop and fences are being replaced with new fences and netting and will be extended along the infield up to a height of forty (40) -feet. At 10 a.m. on November 5, 2015, the City Clerk opened and read the following bids for the Eastbluff Park Field Improvements project: BIDDER TOTAL BID AMOUNT Low Calpromax Engineering, Inc. $ 138,800.00 2 AMTEK Construction $ 175,272.50 The total low bid amount is 5 percent over the Engineer's Estimate of $132,000.00. A review of the apparent low bidder's (Calpromax) bid package revealed they did not have very much experience. Staff requested and received additional documentation to justify their ability to complete the work specified in the contract documents. Calpromax possesses a California State Contractors License Classification "A" as required by the project specifications. Therefore, staff recommends awarding the contract to Calpromax. The work necessary for the completion of this contract consists of distributing construction notices to residents and businesses; removing the existing dilapidated backstop and fencing; installing an up-to-date back stop system; replacing the existing drinking fountain with bottle filler model; and restoring any damaged areas to the field or sidewalk. Pursuant to the contract specifications, the contractor will have thirty (30) consecutive working days to complete the work. 11-2 Eastbluff Park Field Improvements — Award Contract No. 6268 November 24, 2015 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act ("CEQA") pursuant to Section 15302 (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications.
