Orange County Transportation Authority Cooperative Agreement No. C-5-3525 for <br />MacArthur Boulevard Rehabilitation from East Coast Highway to Bonita Canyon Drive <br />November 24, 2015 <br />Page 2 <br />and the County of Orange. Each agency was able to submit up to two (2) applications <br />with a maximum funding reimbursement of $500,000 per application. In accordance with <br />the program guidelines, local agencies will be required to provide a 50 percent match of <br />funds. Additionally, proposed project location must be on the Orange County Master <br />Plan of Arterial Highway system. In order to maximize this funding opportunity, staff <br />submitted two (2) applications to rehabilitate the street pavement on MacArthur <br />Boulevard. Phase 1 will be from East Coast Highway to 1,000 feet north of San Joaquin <br />Hills Road; and Phase 2 will continue along MacArthur Boulevard from the end of Phase <br />1 to Ford Road/Bonita Canyon Drive. <br />In December 2014, OCTA approved both project applications and allowed the City to <br />combine the two (2) phases into one (1) project. <br />As part of the program guidelines, the attached cooperative agreement needs to be <br />executed by the City Council and returned to OCTA to receive the APM grant funding. <br />ENVIRONMENTAL REVIEW: <br />Staff recommends the City Council find this action is not subject to the California <br />Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not <br />result in a direct or reasonably foreseeable indirect physical change in the environment) <br />and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA <br />Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no <br />potential for resulting in physical change to the environment, directly or indirectly. <br />NOTICING: <br />The agenda item has been noticed according to the Brown Act (72 hours in advance of <br />the meeting at which the City Council considers the item). <br />ATTACHMENT: <br />Attachment A — OCTA Cooperative Agreement No. C-5-3525 <br />12-2 <br />
