With completion of <br />the study evaluating roadway capacity requirements for West Coast Highway, it is <br />appropriate to evaluate existing land use policies and regulations which may inhibit <br />revitalization of the area. <br />RECOMMENDATION: <br />a) Determine that the action is exempt from the California Environmental Quality Act <br />(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines <br />because it will not result in a physical change to the environment, directly or <br />indirectly; <br />b) Award Professional Services Agreement to PlaceWorks in the amount of $206,922, <br />and authorize the Mayor and the City Clerk to execute the contract; <br />c) Approve Budget Amendment No. 16BA-041 transferring $64,610 from Services <br />Professional & Technical NOC (Account No. 0105042-811008) to the Mariners' Mile <br />Highway Configuration/Land Use Review (Account No. 01001928-980000-15T06); <br />and transferring $51,770 from City Manager Professional Services (Account No. <br />01020005-811008) to the Mariners' Mile Highway Configuration/Land Use Review <br />(Account No. 01001928-980000-15T06). <br />FUNDING REQUIREMENTS: <br />There is currently $90,542 available in the account designated for circulation and <br />planning efforts in the Mariners' Mile Highway Configuration/Land Use Review account. <br />Upon approval of the budget transfers stated above, there will be $206,922 available to <br />fund development of the Mariners' Mile Revitalization Master Plan. <br />8-1 <br />
