PC2020-040 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF NEWPORT BEACH, CALIFORNIA, RECOMMENDING CITY <br />COUNCIL ADOPTION OF ENVIRONMENTAL IMPACT REPORT <br />ADDENDUM NO. 2020-003, APPROVAL OF PLANNED <br />COMMUNITY DEVELOPMENT PLAN AMENDMENT NO. PD2020- <br />001, SITE DEVELOPMENT REVIEW NO. SD2020-006, LOT LINE <br />ADJUSTMENT NO. LA2020-002, AFFORDABLE HOUSING <br />IMPLEMENTATION PLAN NO. AH2020-003, TRAFFIC STUDY <br />NO. TS2020-001, AND DEVELOPMENT AGREEMENT NO. <br />DA2020-002 FOR RESIDENCES AT 4400 VON KARMAN <br />PROJECT LOCATED AT 4400 VON KARMAN AVENUE (PA2020- <br />061) <br /> <br />THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH HEREBY FINDS AS <br />FOLLOWS: <br /> <br /> <br />SECTION 1. STATEMENT OF FACTS. <br /> <br />1. An application was filed by TPG (KCN) Acquisition, LLC (“Applicant”), with respect to <br />property located at 4400 Von Karman Avenue, generally bounded by Birch Street and Von <br />Karman Avenue, and legally described in Exhibit “A” attached hereto and incorporated <br />herein (“Property”). <br /> <br />2. The Applicant is requesting an approval for the development of 312 apartment units, a <br />284-space free-standing parking structure, one-acre public park, and reconfiguration of <br />existing surface parking lots serving existing office buildings (“Project”). The following <br />approvals are requested or required in order to implement the Project as proposed: <br /> <br />A. Planned Community Development Plan Amendment (“PCDP Amendment”) - An <br />amendment to Planned Community Development Plan #15 (Koll Center Newport <br />Planned Community) for the creation of a residential overlay zone and a park overlay <br />zone to allow for residential uses and a public park within the Koll Center Newport <br />Professional and Business Office Site B (“Office Site B”); <br /> <br />B. Major Site Development Review (“SD”) - A site development review in accordance <br />with the amended Koll Center Planned Community and Section 20.52.80 (Site <br />Development Reviews) of the Newport Beach Municipal Code (“NBMC”), for the <br />construction of the Project; <br /> <br />C. Traffic Study (“TS”) - A traffic study pursuant to Chapter 15.40 (Traffic Phasing <br />Ordinance) of the NBMC; <br /> <br />D. Lot Line Adjustment (“LA”) - To reconfigure two (2) underlying parcels that <br />comprise the Project; <br />
