Brown Act. Among other things, the Brown Act requires that the General Plan Update Steering Committee agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. August 8, 2022 Page 2 General Plan Update Steering Committee Meeting I.CALL MEETING TO ORDER II.WELCOME AND ROLL CALL III.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. IV.CURRENT BUSINESS Minutes of July 11, 2022 (Attachment 1)a. Recommended Action: Review and approve the minutes of July 11, 2022. Update on the Schedule for Adoption of the Housing and Circulation Elements b. 1. Housing Element - City Council September 13, 2022 2. Circulation Element - Planning Commission September 8, 2022; City Council October 11, 2022 Recommended Action: None. Draft Revised Scope of Work for Kimley-Horn & Associates (Attachment 2)c. Staff will present a summary of the proposed changes to the Scope of Work from the City’s executed agreement with Kimley-Horn & Associates, Inc. (KHA). These changes are related to consulting services on the Land Use Element, Noise Element, and rezonings. Recommended Action: Discuss and provide feedback. If the changes are acceptable, recommend staff move forward with amending the KHA contract. Draft Request for Proposal for the General Plan Update (Attachment 3)d. Staff will present an overview of the draft Request for Proposal (RFP) document related to consulting services for the remainder of the General Plan Update. Recommended Action: Discuss and provide feedback. If the scope of work is acceptable, recommend staff release the RFP. Formation of a General Plan Advisory Committee (Attachment 4)e. Staff will present a brief overview of the General Plan Advisory Committee (GPAC) from the 2006 comprehensive update and some options to consider for forming the new GPAC. August 8, 2022 Page 3 General Plan Update Steering Committee Meeting Recommended Action: Discuss and consider making recommendations on the following: 1. When should the GPAC be formed? 2. How many members and what is the composition?
